The Il-96M equivalent with entirely Russian avionics and powerplant, using four Aviadvigatel PS-90A1 turbofans. It seats up to 436 passengers, or about 386 in a two-class layout.
The variant was meant to recover the Il-96M's capability without depending on Western suppliers. In March 2010 a specialised version, the Il-96-400VT, was reported as a candidate for the US Air Force tanker competition. In February 2013 Cubana signed for three 350-seat Il-96-400s, but no delivery followed.
