Where was the One-Eleven manufactured under licence?
Short answer
In Romania: Ceaușescu signed the licensed-production contract on 9 June 1979, and the first Rombac One-Eleven left the Romaero Băneasa factory on 27 August 1982, first flying on 18 September 1982. Nine aircraft were delivered.

A contract signed in 1979
On 9 June 1979 Romanian president Nicolae Ceaușescu signed a contract for the production of the One-Eleven under licence in Romania. The agreement provided for the delivery of three complete One-Elevens — two of the Series 500 and one of the Series 475 — plus the construction of at least 22 aircraft in Bucharest, with a reduction in British content and a corresponding increase in Romanian content.
Romaero's line at Băneasa
The first Rombac One-Eleven, YR-BRA (c/n 401), of the Series 561RC, left the Romaero Băneasa factory on 27 August 1982 and made its first flight on 18 September 1982; production continued until 1989 at a much slower pace than envisaged in the contract. Nine aircraft were delivered, and the tenth and eleventh aircraft on the assembly line were abandoned when 85% and 70% complete respectively. Total production of the type reached 244 aircraft, built until 1982 in the United Kingdom and, between 1982 and 1989, under licence by Romaero in Romania.
Supplies, market and competition
Romania's economy and international standing deteriorated to the point that the supplies needed to build the One-Eleven were reduced to a trickle. The market the Romanians had anticipated showed no interest. The One-Eleven's noise levels and fuel consumption failed to keep pace with American and Western European competition.
